Not necessarily cheap, but from most accounts here you could give Howard @ Motorcycle Metal a call. I have not bought any shocks from him so I can't comment first hand, but it seems that all but 1 have been totally satisfied.

I would try 08 shocks used to see if they are an improvement. Mine were not bad but I wanted Ohlins. I am sure you can find 08's for around 100 bucks, and if you are really interested in the best ride go with the non lowered 13" length not the 12" StreetGlide version. Just a thought.
There are a few HDFers who have worked their way through several sets of the popular shocks and not liked any of them. It cost them a lot of bucks to find out that instead of spending a few bucks many times over the best results were to buy a decent set. They all ended up with Ohlins, so I have taken a short cut and gone straight there.

Awful lot of opinions on shocks, but here goes.
I have a 2007 Roadglide, have tried a couple sets of aftermarket shocks, currently have Works Trackers which I like. I tried the Progressive 440s, and for me, they were pretty much the same as the stockers. Not worse, just not better either.
A couple weeks ago I rented a 2010 Street Glide while in Florida. As you know the SG has shorter shocks (12' vs 13", I think). Since the 13"ers start with only about 3" of travel, the 1" reduction is something like 33% less travel
I really liked the SG I rented, but was very surprised/disapointed at how rough/harsh it was over bad sections in the road.
If money is an issue, you might try to pick up a set of stock length (13") Harley air shocks. They should be pretty cheap. From where you are starting I think it would make a very noticable improvement, as long as you don't mind the stock ride height (i.e. 1" higher than a SG).
