Reason fork lock doesn't work?

agree with the above,,,,clutch cable needs to be tied closer towards the tank..its getting caught between the fork bumper and the neck.... 1 minute fix with a zip tie

Thank you to you and the rest below for your replies. Just when I thought I was out of luck these new suggestions give me hope that there is a simple answer - I will try again tonight after work.
