Could be when you shut it off it is not at an idle. Just make sure it is at idle before you shut it down. If it dose idle high, shut it off turn on the ignition and cycle the kill switch on and off 3 to 4 times with about 10 seconds in between. Hope this helps.

It is caused by using the kill switch when the engine is running above idle or by twisting the throttle when you hit the kill switch.
To reset it cycle the ignition switch 4 or 5 times waiting about 10 seconds in between.
I have a 08 EGC. Every once in a while mine does the same thing. I never use the kill switch and yesterday after riding 50 miles I stopped to get gas and it was idling at 1200 - 1300 rpm's. Letting it warm up before shutting it down is not the answer either. Cycling it on and off 4 times always fixes the problem. Like I said, it doesnt happen very often so I never went to get it fixed. I've got a couple months left on my warranty. When I first bought my bike the dealership said they were working on a fix. I'm going to the dealer today and see what can be done.
My friend has an 08 s/g and has the same problem. The dealer told him there was no fix for this. Turning the ignition on and off 3 or 4 times is the only thing that works.
Not to oversimplify but it could just be your throttle cable needs lube or adjustment. Does the throttle snap back when you release it? It's surprising how much this adjustment will effect your throttle response.

There's no throttle cable on his bike. It's TBW, electronic.

my 08 flht has had the problem since new and would usually reset with the ignition on/off procedure..but recently even that won't help ,idles up to 1800 rpm at times no matter what..dealer says a new twist grip sensor is the fix..we will see when the weather warms up..
This high idle issue is a known, common glitch in the controller software that doesn't seem to have a permanent fix. It happens with my bike every once in a while and can always be reset by doing the 4X ignition recycle procedure. I know for a fact that it is NOT caused by shutting off the engine with the throttle partly cracked or by not allowing the engine to reach a stable idle before shutting off because I never do that but still see the problem.
It's a software glitch just like we're now seeing with Toyotas but HD will never admit that.
