Default 1990 FLHTCU Electrical Schematic question

Removed my fairing today because my radio goes off when I apply my front brake and I have a jumpy voltmeter. I have the shop manual with the schematic and I have a decrepency in the wiring...

According to the manual the 4 relays in the fairing are wired as follows
#1. Red----- Red Red
#2. Gray----- White
#3. Black Blue----- Green
#4. Orange Orange Orange----- Tan

The schematic shows the White and the Green are jumpered together.

Mine is as follows

#1. Red----- Red Red
#2. Gray----- White
#3. Blue/White Blue----- Green
#4. Orange Orange Orange----- Tan

The Blue/White wire runs to the light that is at the housing on the tip of my front fender.
I also have no jumper between the White and the Green.

Everything on the bike works and its basically bone stock. There appears to be no hacking of the wiring in the fairing.

I also noticed a black ground wire connected to the screw on the right side of a bracket coming off of the steering tube. That screw also has a second ring terminal attached to it but there is no ground wire on it. I looked and there is no extra wire flopping around.

I think I found the cause of my fluctuating voltmeter and my radio that shuts off when the front brake is applied. When tracing grounds I found a busbar that has 8 grounds attached to it. One of them is a main that attaches to a ring terminal that is sandwiched under one of the handlebar risers. When I went to remove it, it came off with little to no pressure. One of the retention tabs on it was broken so even though the ground was attached, it was very loose.

Anyway.. is it normal to find an unusual wire in an old FLHTCU?

You will find that there are modifications that people do that they think will improve their bike. With one that has more than one owner, and several years old, it probably has had something done to it.
