Read your owners manual...it's all in there. Not due to replacing pipes, tuner or anything. Just when front head temp exceeds 287 (??) and clutch is pulled in, and speedometer is on zero. Something like that anyway, been a while since I looked.
If I'm not mistaken, EITMS is a Touring bike thing though. You shouldn't have it on your softail. I had a 07 Night Train and don't remember EITMS being an option.

Remember that even if the EITMS is turned off if the bike still has a overheating feature in which the ECU will detect a higher than normal engine temp and it will retard the timing at the same time introduce a richer A/F mixture, it will also lower the idle, if this does not do it the ECU will tell the bike to shut down to prevent engine failure, this feature has nothing to do with the EITMS. And you can deactivate if you like, I notice when i wear my leathers no matter how hot it is I cant feel much exhaust heat on my legs so I dont activate EITMS if i am wearing the right gear.
