The best option is a HID kit... There are many threads in this forum about it.
A cheaper option would be to go to a higher wattage bulb (100/90)
Most of the (legal) "super white" bulbs on the market are still 60/55 and do not actually put out more lumens, they are just a different color (usually a slight blue tint) which to me, makes no difference in visibility.
Do a search for "PIAA Rally H4" or "off-road H4" and look for 100/90 bulbs. I got mine from UK (they're not legal in the US and most of Europe for on-road use, but as long as you have a good lens and keep the headlight adjusted correctly no one will notice) I think I paid about $15 each for them.
