I did a little reading on this yesterday. Page #130 of my Owners Manual for my 2014 Ultra Classic explains that this system is designed to help your engine remain cool while you are trapped in traffic or Stop and Go Driving.
When certain conditions are met, Slow speed and low R.P.M.'s are just a few. Fuel to the rear Cylinder is shut off, making that cylinder basically a Air Pump that works to Cool the engine. When you accelerate, the rear Cylinder again gets fuel and produces power.
I got a 2012 and i disabled mine from day 1. Im not sure if its because of the cams or what but when it would shut the rear cylinder down it would basically kill the bike shortly after so i just turned it off.

either you were not listening to what they were telling you or your dealer is a complete moron.
on '14's ( don't know for other years) if EITMS it is 'enabled', then at 85 degrees ambient temp it will 'activate' at the prescribed times ( stopped etc.)
If you have your 'information screen' on on rushmores ( dont know for other years ) you can see EITMS 'enabled' 'disabled', and if 'enabled at a stop, it will read 'activated'. Then you can hear/feel the engine running on one cylinder.
I have a 09 Road King Classic and it worked. I turned on "ignition", "Power" button on "Run" then moved throttle forward until "Green" cruise lite flashed.
I tried it first by "ignition" on and "Power" off but it didn't work that way so it may vary by bike?????????

I know this thread is old, but on my 13 SG with a SERT I CAN roll the throttle forward and turn the feature on and off. I verified it does work by shutting off the rear cylinder in stop and go traffic.
I have SERT on my 2010 RK and I can set mine with the throttle too. Mine kicks on quite a bit running around town hitting a lot of stop lights, when the temps are above 80.
