Yep, drill out the rivets and bolt on the new ones. Piece of cake.
I had a $50 coupon that I bought for $25 and used it today to buy a set of those new harley tour pack hinges. Took about an hour to mount them on the tour pack, they are pretty nice and would have been worth the full price of $49.95. Much more solid and better looking then the stock hinges. You drill the old rivets out and use torx screws to mount the new ones.

It was on a deal that the local newspaper runs called "deal of the day" each day they offer some type of screaming deal at local business and I just happened to look at it one day when they were offering a coupon to the harley shop, one to a customer type thing. My wife actually got one too. Have to spend it all at once and only on in stock items. I got the hinges and my wife got 5 black filters.
I noticed yesterday at my dealership that they had already installed some of these on there new 2011 limited's. They look solid and match the other side, i'm going to get some now that i've seen them installed and been able to look at what it takes to install. At first i thought the new limiteds came with the upgrade but when the vultures started coming around I asked and they said the owner had them installed to help push the sales of the new 2011's limited and CVO bikes they had. It was just for the the initial load to let folks see what they looked like installed. The rep said the parts dept has already had to make a few special orders to keep them in stock because a lot of folks never knew the upgraded ones existed. Just in new sales alone they said covered for what the owner lost in installing them at his price, but i'm sure no one would notice if he raised the price a couple hundred per bike that he had them installed on anyways.
Does anyone know if they will also work on police saddlebags? Just thought if I change the tour pack I will also want to change the bags to match otherwize I'll just leave them stock.
