Obama has done so without Congress, last time that happened, hmmm actually I don't think any president ever sent troops into a country without Congressional approval, might have happened but I haven't heard about it., Definitely happened in Libya with Obama bombing the **** out of them for 8 months though.

 

Congress has declined to even discuss Syria, re-upping in Iraq and Afganistan ( the pullout has been reversed).
POTUS asked for authorization to use force and it was not even taken up. Pundits say that the authorization given post 9/11 still applies to other people, other situations, thousands of miles and many years later
