Default Slight surging at cruising speeds?

I'm taking my 2011 limited in this week for it's 1K service. It runs surprisingly good for being stock except for a slight surge at cruise, similar to running thru gusts of wind when running into a head wind. Other than that & the mild tone from the exhaust I really have no complaints.
My plans are when they do the 1K service also install a set of Rinehart slip-ons & possibly go a head & do the stag I a/c kit; a SEPST; & dyno tune, but leave the cat header on for now. I also realize it's only been in the high 60's to low 70's' not 110+ degrees yet.
I traded in a 2006 cvo ultra with Rinehart TD's & 70K miles on it, it's my only vehicle & I ride every day year round, & I would like to get the same reliability & performance out of this bike. I also know with the cat header it won't sound as good, or the same as the TD's.
I think the slight surge is do to the epa required lean setting at cruise & would be corrected with the SEPST & dyno tune???
Any constructive opinions & past experiences would be appreciated!

I have a 08' UC, and have the occasional surging while cruising since it was brand new. I have gotten used to it and attribute it to changes it in the wind. No big deal to Me

Sounds lean to me but you wouldn't think the surging of an EFI bike would be as apparent as a lean running carbed bike because the mixture of an EFI bike should be more consistent, if that makes sense. Whatever the case, I'd say the plans you have for the bike would likely cure what ales it.

I'm normally a person that doesn't advocate removing emissions equipment (I'm leaving the stock headpipe on mine), but if your county doesn't check bikes for emissions I'd consider removing the cat. It's going to add heat when it's already as hot as an oven outside.

Yea, I know they do add heat but my girlfriends TG has had an a/c kit; 4" SE slip on mufflers; SEPST & a good dyno tune done & considering the wt. & the air it pushes it runs pretty good with the stock cat header still in place.
It is warm,or hot in the summer especially if stuck in traffic, but not as objectionable as some say.(at least not to us but we love hot weather).
Anyway if the limited does seem like it's running too hot when the weather gets warmer I'll consider changing headers then.
The heat factor isn't for our comfort as much as it's for the concern of the "well being" of the engine.

As long as your oil temp is under control and you run synthetic oil the cat isn't going to hurt anything.

I don't mind warm weather, but 115F in traffic and I'm searching for a vehicle with A/C instead of a bike. More power to you.
