I have an 07 FLHR and just couldn't get the bars to adjust to a comfortable position. After a visit to the dealer I found my model used on the showroom with 09 Heritage bars on it and they were perfect. I bought them and went to do the install this evening. All went well until I reinstalled the throttle cable brass ferrules and buttoned up the throttle side. I checked the throttle operation and after getting the cables adjusted properly with no free play they work but the throttle won't retract on it's own! I can't stand the remount process of the cable ends, so I'm wondering if there's a few checks I can do before resorting to breaking it back down. Any help here would be greatly appreciated! Thanks.....
Make sure that you didn't push the throttle side controls too far onto the bar causing the throttle to bind. Loosen things up and slide it 1/8 of an inch out, see if it helps.
You need a little free play, if not it will not return to closed throttle and will rev up when turned because the cable is binding. Hope you paid attention to the brake light switch. You will break it if you don't follow the manual.
I have had the same problem when I swapped bars and changed switch housings. Alot of wires and very little room, hangs up the throttle. It was never a cable issue. No exact cure just keep taking the housing apart and moving wires around until you get it right. Can be frustrating, done it twice.

+1 on that it happened to me when I changed the bars on a 06 1200c I had. Did what you said and worked as intended.
May sound silly, but also check that throttle lock on the bottom of the switch housing
It may just be in a position that the throttle works well in one position but then
it won't return.
+1 on loosening up the cable for a little free play and do the lube on the cables!
Most likly the issue is that you have the handle bar switch housing pulled to far over binding the throttle loosen the switch housing and if that frees up the throttle then pull the housing slightly towards the bar end and tighten the housing down and check to see if that fixed the problem.
Two more spots to check is the cable at the roll off switch and the cable ends at the throttle body. Very easy for the cable to get pulled out of these spots causing the cable to bind. The roll off switch is on the neck between the tank and forks on the right side. Look under the rubber boot to make sure the cable end is not pulled out of the switch socket. It it is just slide it back in. The cable end can also be pulled out of the holder at the throttle body so check that also.
