Its a bitch to find 12mm washers, I think the kits available are way too expensive for what they are so I made my own. Got close imperial measurement copper shims from McMaster Carr, didin't have metrics, Had to build a fixture to hold a stack of washers and drill them out. anyway they can be purchased. Jacobs and Moroso used to make them also, might try Jegs or Summitt too.

summitt has them but strangley enough I have always indexed my plugs and generally you can index them without added washers. Some times if they don't index switch them around and they will. Early bmw oilheads had a real bad lean surge and one of the ways to get rid of the lean surge was to index the plugs.
