While looking I found a 2002 Electra Glide (not the Ultra) but loaded up with everything and the Touring pack, etc. for $8900. No damage, never laid down, etc. and has around 35k miles. Besides the cam tensioners, anything else to be leery of ? Seems like a good one
It is a good one. Last of the Twin Cams with a hot forged crank and Timken Lefty Bearing, ( Harley got stupid and cheap in 03.) Newer stronger swingarm over earlier models. Newer Delphi fuel injection, ( if yours has fuel injection.)
As for the tensioners, because you have the "good" motor, your bike is a great candidate for gear drive cams to boot when the time comes.

I would offer less! You never know! $9500 is retail in excellent cond. Maybe offer 8200 to start! It's a buyers market in most areas.
I'm with Olddude on this. Retail is 9500 and average mileage is 41K on an '02, according to KBB. Private sales are typically lower than retail. I think you can do better, as far as price goes. Having sold (and purchased) plenty of vehicles myself, nobody should expect to get what they're asking -- unless it's a close friend who's offering a miracle deal.
...are you kidding?...pay no attention to those telling you to try and beat up the guy a little more...he is taking a MAJOR beating as it is for God's sake, and the price is EXCELLENT right now...this is how you lose a bike..you go in and say, "I'll give you $8200.00", and the guy is like..."WTF...forget it, I'll keep it"...that's what I would say...jump on that deal, don't look back, and always be proud you found that deal...I am into my 05 Electra Glide Classic for probably $30,000(about $20,000 out the door in 05, then stage 1, pipes, dyno, chrome, detachable everything bla bla bla)...I WISH I had all that back, and bought a bike in the price range you are looking at...same bike for about $20,000 less!!!!...
