pretty sure your problem is identified in technical bulletin tt418a. If you would like a copy of the bulletin pm me and l'll send it to you or try googling it. It's also identified in the maintenance manual to some degree.
If you don't let the ECM system run the scan before starting the engine it will do that. Shout the ignition off and restart the ECM scan over before starting the engine.
How would you know if the scan is done ?
p.s. too me you should be able to turn the key on and hit the start button..... and not have to wait for anything,

Had the same thing happen today. A friend googled it and we placed the bike in "Run" Turned the ignition on for a few seconds and then off again. Do this 4 times and it resets the ECM. I now have throttle.

I had pretty much the same thing on my wife's 09 TG although I don't remember the codes. The connector on the throttle body TPS had connector issues back in the day. I cleaned and such but it wasn't reliable. I got the current connector pins and replaced them and no issues in 6k. Apparently the "old" connectors were prone to this.
Good luck, it made me nuts for a couple of weeks going through it, she limped home several times.
I also had to pull the tank and gain a little wire length so it wasn't banjo string tight at the connector.
