the radius of the fender is flat at the fork-- leaving the rim and tire following one arc, and the fender another.

I think I see what you are saying, kinda looks more pronounced in the first pic than the second (if we are looking at the same thing). Honestly it does not look that pronounced in person. I may have to try and take some more pics from a level point of view directly even with the tire this time.
