eglide goodies has some tour pak latches if you don't want to stick with the HD ones. One of these days HD will make some good latches to match their better hinges.
My original latches lasted about 40,000 miles. The replacement HD latches I bought weren't even tapped. I used a 6/32 tap machine screw tap to cut threads, bought four matching machine screws, and applied a liberal dose of LocTite when I replaced them. So far, no further problems.

OP I believe is looking for latches, not hinges. HD offers upgraded hinges to match the stock latches, but not upgraded latches. The only thing HD now offers that may help to stop breaking the latches is an EZ Tour Pak Lid Catch to automatically align the lid when it comes down. Probably a waste of money, but who knows.

Very limited latches in the aftermarket world. I haven't seen any that are much better. Best thing to do that most people often overlook is to lubricate the latches, hinges, saddlebag latch springs, and footboard pivot points every time a service is done on the bike. I use Dri-Slide with the needle applicator and it gets in the areas just fine. Knock on wood, I haven't had any broken latches, springs, etc.
