If I put the plastic on the outside as the directions DO indicate it makes the front monting points wider than the rear. The problem with that is that the bracket that mounts onto the bottom of the tourpack has the mounting points on one "plane" in other words they are the same width apart front and rear, so it won't fit

no you want the front mounting point to mount on the spacer not the plastic the front mounting point on your rack has plastic endcaps. trust me it will fit if you do it the correct way. The plastic parts on the front mounting points are for when you use a detach sissy bar. the sissy bar uses the shock mounting position and the outer plastic on the front mounts.

I installed my TP Kit myself. Had to fondle them a little until I got the perfect fit that I wanted. I have the "Chrome Caps" here, but did not put them on yet. My Bike is in storage at a buddy house that has a heated garage, and the Chrome Caps are here. The License Plate Bracket that comes with the TP kit is really "Fugly", I didn't use mine. The License Plate Bracket on mine is a Kuryaken for 08 and older. Works great, nice lean, and you just need two SS 1/4" x 20 mounting bolts that are 1/4" longer then what comes in the kit.

I'm pretty sure I did mine correctly, but you tell me !!

Everything fits just fine, even my HD passenger Backrest, or HD Luggage Rack.

Here is a pic of mine

This is correct. The front mounting point of the detachable tour pack or luggage rack should have a plastic or rubber u shaped bushing on it.This slides onto the metal spacer, which should be on the inside of the plastic spacer.
The chrome covers don't fit the best over this. They only cover the plastic.

You guys are correct, I just naturally assumed (You know how that goes) because the rear mounted on the plastic, that the front did as well but I am finding out that the front goes on the chrome part- Thanks again guys!!!!
