Never. Not once on any of my Harleys.
Did it on my jappers, though, back in the day.

I'm also wondering if there's any real benefit to setting your limiter to 7k. The power curve will have dropped significantly by then, unless you're trying to set a landspeed record for a Harley...

Default Rev limiter
First time owning a Harley and it's tough to for me not to hit the rev. limiter on my machine. I'm going to talk to some good Harley techs to see if it is set maybe a bit to low. Just seems to be coming on then nothing but that "flat" moment where you need to grab that next gear. Oh well, it's just a Harley thing, I'll get accustomed to it.

I told a friend once that I used to hit my rev limiter on a regular basis. He said to me, "ya' know, I've called my wife a lot of things, but rev limiter, never."
