If it were me I would locate a pair of stock take offs from a cat equiped FL. They are "opened" up more due to the cat's quieting effect. They have a good deep sound on a non cat bike and you can buy 'em cheap. They are good quality, look good, will inspect legal and no bluing and good perf.

If you have the room in your budget, the V&H monster ovals sound awesome! but, buying them will hurt a little. They have the deepest rumble i've heard from any muff i've dived into and they sound WAY quieter and deeper then the wild pigs I had on my last bike.
I spent the dough on these after hearing a bike at the dealer with them since I wanted to stay away from blow thru pipes that are just chrome plated $29.00 cherry bomb mufflers for $200.
The V&H MO's will activate a car alarm when you roll by at low engine speed, but on the highway you can barely hear them over the radio at 1/2 volume.
I have the Screaming Eagle Fat Shotz on my 2010 Street Glide now. I want louder so am going with the V&H Pro pipe next week. Will sell the Fat Shotz if someone is interested. 5000 miles on them.
