The brake switch recall would not apply to your 04!
If the cables they replace were the throttle cables that adds another possibility to what is wrong. On one of the throttle cables is what is called a roll off switch this shuts off the cruise when you force the throttle closed.
This would be completely separate from any problems with the brake lights not working.

So are you talking about if you remove the right side hand controls without a shim(please explain) it kills your break lights? I would love to explain this to the punkass kid that is wrenching on my bike when i take it to them tomorrow.
the past 3 decades or so, ( that's be about 6 or 7 million harleys) the front brake switch requires a small shim be put in place if the right controls are removed or the lever removed from the bike.
it is in the manual.
reads like this:
Do not remove or install the master cylinder assembly
without first positioning a 5/32-inch (4 mm) thick insert
between the brake lever and lever bracket. Removing or
installing the master cylinder assembly without the insert
in place may result in damage to the rubber boot and
plunger on the front stoplight switch. (00324a)

newbies breaking the switch is probably the 12th most popular "i broke it" post--- #1 is still the ign switch.
if both brake light switches are not working, they may not be getting power- it could be a long session with a trouble light and wiring diagram.

don't know if this is your problem but I had a similar one with my 06 RKC a few months back when my local dealer installed heated grips. right after my cruise stopped working and I was really pissed as they did not want to own that problem, so I researched it a bit. I have KURY neck covers and eventually fixed my cruise when I took the right side neck cover off and discovered that the roll off throttle cable was in a bind. I released the cable and properly reinstalled the cover and my cruise started working again. At first I thought they screwed up my switch. The posts regarding them possibly not putting a shim in is probably a good place to start, but if not, check your cables. The way I understand it is if the cables can't go back to full idle position freely, the cruise will not work....hope you figure it out.
Update....Took it back to the dealer and told em i was sick of driving 45 miles one way to let them fix there own mistake. This was the 3rd bullshit trip. I told em about the brake handle removal thing and the kid that was working on my bike said he never heard of that!!!!!!!!!!!!!!!! So i said "if this is the guy working on my bike i'm leaving on it now" After a little argument the head of service came out and after a little laugh with him all was setteled. Got a hd guy wrenching on it, no charge or course and bike will be done tomorrow or monday and i got a free oil change coming. What a friggin MESS! Thanks for the replies folks, it was nice going in kinda knowing what to tell em to look for.
