Just bought a 2011 SG with 103'' and SE air cleaner and slip on pipes. It feels like it has good performance and torque although i haven't ridden another harley to know a difference. Still has stock headers. Does it need a remap/tuner or not?

Did they folks you bought it from indicate they had done so already? I have the same set up on my 2011 with 4" Rinehart slip on's and it popped alot. Tried XEIDS-10 and it was a good bit better but still popped and pinged a little. Bought a Power Vision from another member here and a custom tune from Fuel Motto and it is absolutley great now.
These bikes run lean from the factory. Add the SE intake and they run dangerously lean. You need to make sure that there is a proper tune in your ECM. I would ask whoever you bought it from if that had been done. The mods you have listed are with a tune a stage 1 upgrade. My guess is you do have the updated tune, but you want to be sure.
I thought mine was running just fine until 2 weeks ago when my Power Vision arrived and I flashed the custom tune from FuelMoto. Now I know it was not running just fine. What a difference a custom tune makes.
just got a hold of the previous owner and he said it has not been retuned. What steps should I take next or what do I get? I will be leaving the SE slip on pipes on for a while but will be changing them out within the year for louder, deeper sound. Will that matter what I get? Does the bike need to go to the dealer or is there something that's plug and play from someone online?

Don't waste your money at the dealer like i did first. Call Jammie at Fuel Moto and purchase a PowerVisson tunner with a custom tune for your set up approx. $500 you will love it
I would agree, go with an ECM that allows you to make changes as you make changes to your bike. There are many options for ECMs. I would call FM and talk to them about different options for you. Come back read some other threads and then decide. The customer service at FM is awesome. I have purchased pipes, PCVs, AT, Cams and other products from them.

I suspect most mean well but I always ask for clarification on the statement "These bikes run lean from the factory..."
Do you actually know what the lambda values (in the various cells) are on this bike right from the factory?
Do you know how much of a change there is in the lambda values after such modifications are made?
What's the difference between lean and just leaner and at what point does it cause harm?
