Mine used to come on all the time. I added a tuner by RC Components (the RCX-celerater) and it hasn't kicked on since. The MoCo has to run these bikes so lean to meet EPA limits that you need to do a tuner as soon as you buy the bike.
BTW, all I have to do on my bike is hold the throttle all the way closed until the cruise control light blinks green to turn mine on or off.

sometimes we overlook the obvious.....so your stuck in traffic and its hot out....the engine is heating up real quick...then Harleys gimmicks start to kick in and it's supposed to cool off your bike...but your idling on one cylinder....the unburnt fumes stink...and the bike is shaking like crazy....what to do. Well if you have a stage I....loose the egg cover...it's only drawing extremely hot air radiating from your engine into your engine. Next...convert the closed system engine case vent to a free air vent and stop sucking in extremely hot air from your engine case into your motor. duh...
I keep mine engaged all the time. When I ride home from work it will kick in on occasion at a stop light, normally when it’s high 90s and up. Does it do any good? Well I don’t sit at the light more than a minute so probably doesn’t make a huge difference. I refuse to ride in the middle of the day, in the summer, and in heavy traffic so I don’t get a lot of use out of it.
Just curious - in hotter temps do you have your idle temp mgmnt system on or off. Does having it on really make much difference? Sounds and feels like the motor is missing when it kicks in.

Hot or cold temp, mine is always on. By the way, "on" doesn't mean it operates, "on" means it's enabled.
It'll kick in automatically when the rear cylinder head temp reaches 287F, the bike is idling (0% throttle) and not moving at more than 2mph. It makes a big difference when it operates and the engine sounds and feels different. It's perfectly normal as the rear cylinder doesn't get gas, but just air.

I have my Power Vision set up to monitor Engine Temp on one of the gauges. I have observed that the EITMS does not cool the engine down. It does slow the rate at which the engine temp increases when stuck at idle situations. This is what it does on my bike, not sure about all the others out there. For this reason I leave it enabled all the time.
