Default Do I have an electrical problem?

My high beam light is out so if I turn the light switch to high beam I have no lights on, other than tail lights. If I start the bike (99 EG carb) after sitting over night and I have the switch in the low beam postion my volt gauge will read just above 12 volts unless I rev it a little. If I have the spots on too, even after reving a little it reads maybe 12.6 or so. If I have all the lights off and start it, the gauge will read almost 14 vols without having to rev it and doesn't change much if it's reved. Once it's warmed up a little I can switch the low beam on and volts drop to just below 14 and will stay there at idle. After it's warm I read about .5 volts lower with any senario. Running down the road warm with low beams and spots on I read about 12.5 volts. This is with a brand new interstate 385 cca battery, with the spots off and warm I read right at 13 volts running down the road.
