I live in Florida. Hot & Humid. My 2009 Ultra has never had EITMS come on, that I know of.
So, I went out to check my owners manual, to see how to check it (Page 144/145). Sure enough, mine was activated.
Basically to check (2009 anyhow):
1. Turn on ignition.
2. Turn on engine 'off/run' switch on right handlebar.
3. Push throttle forward for three seconds. The 'cruise control' lamp will
flash GREEN to indicate "ON". Flash RED if OFF.
4. Repeat procedure to toggle between ON/OFF.

The manual does not mention whether you need cruise control or not, or
whether you can activate the system manually.

it was a dealer option on the 07s and early 08s. after that, the operator has the option to enable/disable it at will. see post above (themensh) on how.

the bikes do ship from the factory disabled by default.
