If you take the bag off one side you will probably gain a bit of room on the diagonal fit scenario.

Are you talking about removing the front fender? Easier said than done. The bolts holding the fender to the forks have the nut held captive by 2 90 degree tabs that locate against 2 flats of the nut. These are pried back in order to spin the nut. The easiest access to the tabs is to remove the front wheel. They can also be gotten at with a long blade screw driver but it is a challenge.

Go buy or rent a trailer hitch extender. I think you can gain up to nine inches(this is not ****).

What I would do...Load bike in truck with tailgate on and down (obviously). Get some 4x4's and a jack. Put the front wheel in the holder you have in the pic. Jack up rear of bike and put 4x4's under frame..maybe with some carpet on them for padding. Have 4 x 4's high enough (might have to add a 2x4) so rear wheel is off tailgate. Remove jack, strap down. Remove tailgate. This also prevents your suspension from being compressed when you strap down. I've hauled this way several times.
