They have already had testing in Maricopa County in Arizona. They just repealed it. I believe you are right, it is all about money and as others have pointed out the fines collected probably came no where near the amount of money spent. And seeing as they caught almost no one I'm betting they concluded that the clean air generated by the corrections were almost nil. But its just a guess.
Update from thread #71. I now have a never used header pipe & a set of factory slash up mufflers covers & crossover pipe. Now I need to find a local reputable welder to perform a catalytic converter appendectomy on my header pipe. I'm residing near Lansdale & Quakertown, PA., any suggestions? B Bop
Sorry about the thread bump, but i am wondering if you had the timing table to go with this afr table. I am running the se255 and have a ping issue. would like to compare your timing with what I am running.

I purchased the cables and software and started reading the SEPST sticky on this forum. When I picked up my bike, I asked if they did a real tune or just put in a canned map. He said they tuned it.
I pulled up the map that they used, and the canned map for my setup. The VE tables had been altered (probably smart-tuned), but the AFR and timing tables were exactly the same as the canned map.
I made two new AFR tables based on recommenedations from a couple of forum users. One was conservative and removed most of the pinging. The 2nd removed ALL of the pinging and all of the decel popping. My pipes are now black and dry instead of white as a bone (not excessively black), but ran as good as it always has. I made no mods to the timing table whatsoever. In addition, I pulled a fairly steep hill in 6th at about 60 MPH and it pulled strong with no pinging. Something I wouldn't have even thought about previously. I plan to lean out some areas on this map and tweak some more.
Below is the map I ran all day today with no pinging or popping.
