I am aware of the axle size changing in 2000 to 1". I was thinking of replacing the front end either to chrome or black on my 1999 FLHTCUI. I would like to get a newer style wheel or wheels on it.
The front end I was wondering if I swapped in the fork legs from a 2000+ and got a matching axle and rim would it work?

My next task is to go with a black front end and a new front wheel, but I was up in the air about the fittment and sizes. I'm hoping an 00 and up set of forks will bolt up to my 99. After that, it should be pretty straight forward with wheel choices.
I to have a 99 Electra Glide, does this mod have to be done to put different rim on the front?
Only if you want a later wheel. Your bike has 3/4" tapered roller wheel bearings, from 2000 they use 1" ball races. There are other differences, such as the later bearings are larger in OD and your brake rotors won't swap over, however if you use a wheel with tapered roller bearings you will be fine.
