I had this same problem on my 08 Heritage, and the fork deflectors worked wonders.
Thought I'd try the half moon deflector on my 12 Ultra about a month ago. May have helped just a bit, but still had pretty severe turbulence coming up at me. I could feel it if I stuck my hand out in front of me.
After searching for fork deflectors for an Ultra (with hard lowers), I finally found and ordered a set of chrome deflectors from JES. They did the job, still a little breeze, but none of the serious wind like before. Don't have to worry about my sunglasses bouncing around now! $173 shipped but well worth it!
+ another 1 for JCA ! I put the half moon between the forks on too, it helps deflect wind from coming over the tank as well as directs more air to the motor.
The deflectors that are installed on the side of fairing make a huge difference. I had them on my Street Glide for a long time, then one day i decided to remove them just to see the difference. Put them back on as soon as i got home.
