Default Battery/charging/voltage issue

Ok folks, I have been having what seem to be electrical problems with my 2005 Ultra Classic. Back in August of 2011 I was having trouble starting the bike and it was cranking slowly. I decided to replace the battery. It seemed fine for the rest of the Wisconsin 2011 season. I kept a tender on the battery over the winter and in the spring of 2012 I broke out the bike and took it to work. On the way, the voltmeter was fluctuating up and down and it died on me. Luckily it started again and after work I took the bike directly to the shop to be looked at. They checked it over and said that it was just a loose connection and it seemed fine for the remainder of the 2012 riding season. I put the bike back on the tender for the winter and just went to start her up today and it got nothing but clicks from the starter. I pulled the seat and noticed that the battery terminals were actually partially melted and after taking the battery to Advanced Auto for a test, found the battery was shot. I put the battery back in the bike and jumped it to get her started and the same issue with the fluctuating volt meter was happening. I also noticed that there is 18-20 volts AC being read at the battery cables while running.

Anyone have any ideas as to what electrical problem I have? Those terminals had to get mighty hot to partially melt, so what gives???

Any thoughts are appreciated!

Voltage regulator bad would be my guess.

Yeah 18-20 is too much and it's got to be the regulator..... mine tested at 14 volts running (any RPM range) when I tested it last time.
