Are you REALLY going to do Police type riding? Most people don't come close to it.
I had 14" apes on my old Street Glide, went to Motor School, and took the apes off the next week. The problem is the distance of your left hand in a right turn (talking full bar lock here) and vise versa. I couldn't reach and stay in the seat, and I had every intention of showing off my new slow speed skills, so off they went.
Distance and straight up and down riding they were the most comfortable bars ever, but they just didn't work at bar lock. I needed another 4 or 5 inches of arm. So, again, how much time will you really spend turning to bar lock and scraping boards on your 25K+ machine???
Cheese absolutely not, I will not do police riding on my bike. I was just using that as a point of reference about tight maneuvers since as you state I thought the apes would make it difficult to do tight maneuvers. You have affirmed my concern. I can see no way that taller handlebars would not make turning tight circles harder.
