mkguitar- there are no emissions for motorcycles here in Canada (yet) but we have noise bylaws
not "testing" but regulations.
you can spend some time seeing if the regs we have here are similar in CA.
...and if the manufacturer is obligated to ensure that the machine meets regulations both noise and emissions- "most" malfunctioning machines will exceed emissions standards.
a quick google found me the BC regs, so if Province by Province and not Federal, see what Queen's Park has written up for the vehicle owners of Ontario

Emission performance warranty
7 (1) Commencing with the 1998 model year and continuing in each subsequent model year, the manufacturer of a warranted vehicle must warrant that if the warranted vehicle fails to conform with the applicable standards during the warranty period, the manufacturer, at no charge to the purchaser of the warranted vehicle, will perform all necessary diagnostic work and make the replacements, repairs or adjustments that are necessary to ensure that the warranted vehicle conforms to the applicable standard
you may also have recourse through "lemon laws"

Lifters bad or pushrods hitting the tube somewhere (or both), usually front exhaust tube. Or timing and fuel mapping. It needs a tune and somebody that knows what they are doing and hearing.
update on my bike. after a lot of back and forth and whiny bitching and howling ......finally got someone at head office of HD Canada to listen and they are actually going to dealership to listen to my nightmare of a bike. Apparently a sound byte was sent to them and they agree it doesnt sound right. The saddest part in all this is that I told them this two w3eeks after I picked up my bike and no one listened I only ever got "that's a Harley sound". Guess I wasn't wrong. not just another pretty face that rides.
Push for a new engine... this happened to me. No one would admit what the issue was...UNTIL one of the lifters broke free and played like a popcorn kernel in the engine...4 weeks later I was the proud owner of a new screamin eagle engine with a regular lifters (apparently screamin eagle lifters are problemsm) and a new heavy duty oil filter!!
Keep bitching all the way up the line...someone will hear ya.

Maybe if it's knocking at idle and cruising with no load the torq. on the compensator nut is not right. If the engine is under load and the knocking go away or lowers it's tone I would check the nut torq.
engine is knocking at cold, hot, idle or touring. you can pick it out of a line up with others, even with other with aftermarket exhaust, with baffles no baffles, stage 1,2 3, you get the idea. When someone can hear the knocking in your bike three bikes back and over their stereo it is definite issue. should get my answer next week on this headache. after many rebuilds and revisits for same issue complaint about deely to Wisconsin I am finally getting somewhere. This is not an issue at dealership level at all. They have bent over backwards for me to resolve this. Im just sick and tired of this now. Will let you know though the result. Maybe a good few drinks after I get my answer will be in order.
