No there's something wrong with you set up, have you had it apart?

Almost sounds like the "spacer sleeve /spacer washer / washer" setup is a little too short for proper bearing clearance? Did you change bearings?

First, when you ask questions here, helps to know all you've done to get to the problem. I'm guessing you had the wheel off, but what about the bearings? Worst case I can think of here would be not putting the wheel hub spacer (long tube) in between the bearings; you could wreck the bearings tightening up without that. I'd guess you just didn't get the spacers or speedometer pickup just right, and that wheel may have shims, too. When you get the nut snug just enough to start feeling the bind (don't torque it again till you find out what the problem is), check to see if the wheel looks centered, that it's not rubbing a fork or fender, and try to see if the brake pads are flush against the rotor - if one end of the pad is touching and the other has an air gap (this is on the same pad), that would also indicate the rotor isn't lining up, which would mean the wheel isn't, either; that might be visible before you could tell the wheel was slightly off.

If you replaced the brake pads, you might not have the caliper pistons pushed far enough back, although it's usually really hard to get the caliper back over the rotor that way; also, loosening the axle nut might not let it turn any easier.

Here's an illustration of how the wheel is supposed to go back together, in case you don't have one. There are lot's of illustrations like this on the internet, if you don't have a manual. If you have a cast wheel, it will have a 5 bolt hole plate on the right side (opposite the rotor), that isn't shown in this illustration.
