Default 2004 fxsti fuel pump and level

Question I have is that on my 2004 fxsti I removed the fuel pump to have my tins custom painted. I got the fuel pump out with no problem. The prolem is going back in. I follow the manual carefully but when I get the module in the tank and got to flush it with the recess, it seems that it's bottoming out on the tank on the left side. Is this normal? I did notice a rubber bumber looking piece at the bottom by the fuel filter. Is it supposed to bottom out to keep everything from vibrating around in the tank. Please someone help. Thanks.
