I recently bought a custom front fender for my bike. It's 5 1/4" wide. Made to fit a 130mm tire. I also bought new tires. Dunlop/H-D mt90b16 front and back. The back tire width measures exactly 130mm. The front tire, however, measures 139mm, so it wont even fit over the tire. Am I missing something?? These tire are mt90's, which are supposed to measure 130mm. But the front is almost 140mm. Any advice, tips, gotcha's, or "told ya so's" will be greatly appreciated. Thanks a bunch!!!
That's the un-inflated measurement. Many years ago I ran in to a similar issue. Once it got past the "lip" on the bottom side of the fender it fit fine. Really depends the fenders design.

tires are not held to tolerance exactly
a 130 from one mfg does not necessarily mean the same as another mfg
rim make a big diff so is the rim compatible with the tire as side wall width and height are connected.
