Well I finally found a decent priced 2018 FXFB in my area! Brought it home one windy day and haven’t had a nice day since. But I’m still a proud owner, picked it up “used,” with 700 miles.
I've had that happen before... You hit down a few, but it never downshifts. Then you think you're in first, and you're still in third it fourth.
I think it will go away, or your technique with improve with time. I know you've already had one, but it sounds like you're just riding poorly (no offense).
You can always let out the clutch, then do it again.. it should work then.
It can’t be technique. I’ve owned 6 bikes since June, put over 10,000 miles on them in total (plus a dozen bikes I’ve taken for test rides recently), and this is the only bike with this problem.
It also can’t be the clutch lever. As you know, it should be possible to shift gears without the pulling the clutch lever at all (not that I’m doing that). The shift lever goes down, but not to the point where there is an affirmative click. It regularly takes 3 tries to downshift from 4th to 3rd, followed by 3 more tries to downshift from 3rd to 2nd, followed by 3 more tries to downshift from 2nd to 1st.
I'd check the primary fluid level and make sure the clutch is adjusted properly first, then check the transmission fluid level. Too much or too little oil in the primary might not let your clutch work properly. Incorrect oil levels in the transmission isn't good for it either.
After 700-1000 miles my bike started shifting much smoother and neutral became much easier to find.

I had the same problem on my FLSB.
It's a gearbox problem, a very simple thing to fix.
My Italian dealer communicated in the USA how to solve the problem, because nobody knew what to do.
You have to file a little bit the gear selector because it gets stuck on the selector drum.
It is not necessary to disassemble the gearbox but the trap door at the top and you get to the "selector" from there.
