Looks like this weekend before I get to all of this. One thing to note is that i am not using the RCA connections, I am using the other white wire harness that plugs into the amp. This harness also has a "ground" wire which I have hooked up to the aux ground on the headlight harness. Could this set up be an issue? I'm only running one pair of 651's with this amp...

RCAs are always a cleaner signal however i'm not sure if it will help with the FM issues. The ground wires on the white plugs are not to be used unless you have ground noise. I would certainly remove them.

No, the little harness ground should be fine. You might put 2 wraps of that harness through a ferrite if you can.
I can make no promises that any of this will show a significant improvement. I have not tested the effectiveness of these additional steps. From what I've seen most of the noise is on the power lines, but there is some on the speaker wires as well. The chassis ground bit is just good design process. Again, it may or may not help much. It's just the stuff that I'd do if I wanted to go all out to reduce the noise level. There's a fair chance that some amps just make too much noise to damp out with this approach.

But as Pioneer74 stated, it doesn't matter, nothing seems to help. Just is what it is with Class D amps.
Exactly. The Soundstream 4.520 is a very powerful and inexpensive amp, but there are tradeoffs. You have to expect that you will lose FM and WB reception. There is no way around it.
