Are they water stains or etched in marks from acid rain etc.? Magnifying glass looking at them will tell you.
Usually using the same water that created the water stains will remove dried water stains unless they are etched into the plexiglass.
If etched into the plexiglass then mechanical methods may remove them but you should do the complete windshield so everything is even.
If mechanical methods do not work it is time for a new windshield.
what can happen to a windshield is it get's etched....the guts of a lot of bugs can be highly acidic...they can compromise the surface of a clear coat or a windshield and chemically create pits in the surface....no amount of scrubbing can remove these as they are technically not a contaminant
you've got to be able to look at it closely and determine weather the surface of the plastic is etched or if you have contaminants on the surface that can be removed
I have had good luck with Mcquires (sp) Plastic Cleaner flowed by Plastic Polish, by hand.
Many compare Plexis to Mcquires, so this suggestion may not work.
Groits is a branded name with good products, so a specific water stain remover may be a good try.
Then you are at a "harder level", if by hand, try courser compound, polish, and plastic finishing polish, yet again you may be f88ked.
If etched, you may be at a point to try wet sanding and machine polishing, but there is a risk.
