Not sure we are understanding each other here, lets try again, if you have a nut on the rear end of the brake rod, its called a Jam nut, with two spanners you can loosen the jam nut and unwind the brake rod at least an inch out of the rear cylinder, obviously you have to unhook it front the brake pedal first, hope this helps, or maybe you have a completly different brake rod that I am thinking of, if that is the case you can easily get an adjustable brake rod and this will bring your rear brake forward at least 2 inches.
As mentioned above, shortening the rod will put the brake farther away from you.
What you need to do is disconnect the rod from the pedal then loosen the jam nut at the back. This will allow you to rotate the rod exposing more threads. As you expose more threads it makes the rod longer. And because it mounts to the bottom of the pedal, this rotate the top of the pedal back towards you.
Give this a try before cutting or replacing anything...There should be lots of adjustment.
