I rode down to the powder coater to get my chrome primary cover and battery and fuse boxes done black. He didnt want to sand blast them and ruin them. Has anyone powdercoated chrome that can give me some advice?

Find another (competent) powder coater - chrome is actually easier to PC (and holds the PC better) because it has been etched
Have had several chrome pieces PC'd - not one issue
I do chrome on a daily basis, literally. Sandblast first then powder. Or sometimes Ill take a orbital sander and sand the surface with a rough grit. Then powder.
If the blaster isnt careful he will bubble the chrome, stretch it and then your in trouble. That means that its actually lifted from its original surface prep.
so pic and choose wisely if he doesnt do chrome then find a guy that will.
If they lift any of the chrome during blasting/sanding, they have to totally remove all of the chrome or it will continue to peel under the powdercoat. Same thing if it's currently rusting through the chrome. Your options are go somewhere else, blast it, or have the chrome electrochemically removed.
