Welcome to the forum, feel free to let us know yr, model, mods and mileage of bike we are talking about. If it’s an evo, the oil pump ckeck ball is stuck or has debris on it causing oil to seep past, they are not supposed to do this...twin cams are set up a bit differently but again they are not suppose to do this....time to get the wrench’s out...

+1 with crusader, the oil will sometimes "sump" to the bottom of the engine. Harley engines are known as a dry sump engine. It's a problem within the EVO engine family. All three of my Twin Cams have not done this over the winter.

Dyna? ... Are you sure it's not a Softail or Sportster?

pretty hard to sump a Dyna, the oil tank being under the transmission ... Evos included.

If a Dyna is sumped I’m guessing it was shut down that way.

In which case he has an "oil scavenging" problem.
