Father & son project. We're trying to fix up my dads stock 98 harley lowrider that was sitting for over 10 years in our basement. We pulled the gas tank, carb and cleaned everything possible inside the carb including jets. Accelerator pump looks good, no rips. Tank has fresh gas in it. The bike fires up but has some issues:
- Sumping
- It doesn't want to rev up and would rather stall on throttle but it will idle with partial choke
We're hoping that the sumping will clear but we're not sure yet. The oil leakage does seem to slow down the more we run it so hopefully it will clear. But there must be a fuel filter or something we missed that is causing the rev problem? Any pointers are greatly appreciated. Thank you!
How do you know it's sumping? It's an EVO and those engines are NOT known for oil sumping. There's a fuel filter on the petcock inside the tank. Gotta drain gas and remove petcock to clean it. Do yourself a BIG FAVOR . . . get a FACTORY SERVICE MANUAL and a carb rebuild kit.

Interesting. I assumed it's sumping because it leaked quite a bit of oil from the carb side and didn't do this when parked many years ago. But I appreciate the info. Thank you!

Oil puking from the carb. There are 2 causes for this. 1 - oil level too high. From the full mark on the dipstick, oil level should look 1/2 qt low. 2 - replace nead breather umbrellas.
As mentioned above, if the oil is coming from the air cleaner, it could be the breather umbrella valve in the head and/or oil level is too high. A less likely cause could also be due to high blow-by pressures from a bad piston to cylinder seal... from wear, cylinder wall damage, or damaged piston rings.
I also remember having oil out the air cleaner after a long period of non-use was normal in the older bottom breather EVO engines. It would clear up after being run after a long rest. But your year is clearly an EVO with the newer breather system, and I don't seem to recall that those have the same issue.
If you suspect your EVO is sumping while parked, unlike the Twin Cams, there is a check valve in the EVO oil pump to stop the oil tank from draining into the sump. You can inspect the check ball, spring, and seat in the oil pump. There use to be a procedure where that ball and seat were "repaired". I hesitate to print what I remember, because it's been a long time and I probably remember it wrong. Best to do a search for it or hopefully someone will post up who remembers it clearly.
Sorry my memory is so vague, but it has been awhile since I worked on my old '89 EVO and friend's EVO engines. I just offer these points to give you some ideas to investigate.

Sitting for 10 years in a basement is a long time.. Did you squirt any oil in the cylinders before cranking it over.. As said do the Umbrella valves and get them from Harley.. No one makes better. Also do a leak down test to check ring status and it doesn't sound like you cleaned the carb good enough try again.. Check pectic for fuel flow. If it has the OEM vacuum operated the diaphragm could be shot.. get a Factory Service Manual.. What does the cam position sensor look like, is there brown goo coming out of it?
If it was the firs time starting after 10 years, the oil may have drained from the tank into the bottom of the cases, thru the check valve in the oil pump. Would consider changing the check valve ball and spring. This happens on my shoveled when it sits for a extended period of time and also my buddy EVO.
