Try to find a Tandy leather store. They usually have scraps of leather you can get for cheap (or free). Get a piece of scrap tooling leather, it should be thick enough.

Have you checked the prices on Snake Proof leggings used by bird hunters? I would check prices on Bass Pro and Cabela's websites.

Another cheap fix similar to rubber bands, but longer lasting, would be blousing straps. We used them in the military to blouse our camies over the boots. Hook on each end of the strap. Just wrap them around the pant leg and hook them together. You could just slip them in your pocket when you got to work.

Just get a pair of chaps. That's what they're for. They zip off in a few seconds when you get to work and you can use them when you ride on the weekends as well. I've gone places in a full-on business suit wearing my leather jacket and chaps over. I just pull up in the parking lot, zip-zip; leathers in the saddle bags and walk in totally respectable.
