i might use the complet legs from a low rider s , that will shorten the legs with 2” and lower the bike and give a nice low ride

Yes ... "Touring" hub/wheel with Low Rider Sliders ... btw, 2012 WG Tubes are 1-3/8" different

I'm guessing here ... referring to this?

so ... "btw, 2012 WG Tubes are 1-3/8" different" ... (NOT 2")

most people/shops space the rotor out instead.
Where does one go about finding these rotor shims/spacers?

Vulcan Engineering makes a wide selection of spacers & adapters for most any Harley application. I bought mine direct from them but I believe they are also sold on many of the big sites.

SixDD, is that a question in general or specific to your application?

If it is regarding your specific application (WG (or FB) Trees, WG (non Touring) wheel, and your original SBob fork legs), then I wouldn't worry about getting a Rotor Spacer.

The Calipers Spacers needed are relatively Thin (approx .150-.165" IIRC), No big deal

Thank you multi! I was referring to my application.

I want to find something to use as a better way to space the caliper. Some better spacers. Spacer quality. I think I used a stack of thin washers I had on hand at the time.
