Deltran Battery Tender Plus Question
I just bought the Radio Shack $19.95 USD digital multimeter. Now I can check the battery charge level at rest, at startup and at idle.
But, how do I check the output of my Deltran Battery Tender Plus? If the Deltran is hooked up to the battery via the clamps on the posts, I get 14.7V if I touch the multimeter leads to the battery terminals or the Deltran's clamps. If I take the Deltran's clamps off of the battery posts, I get no reading at all from the multimeter.
Apparently it is hard to measure the output on the Deltran because it is "computerized".
When I measured the Deltran output with my multimeter using DC 20 volts settings, the meter showed 0.015 volts output. This is caused by the Deltran settings: the lower the battery voltage, the higher the Deltran output is. This results in a decreasing Deltran output in volts when the battery gets charged. That's why the amber light turns to green once the battery has reached a voltage level of ~ 13,2 volts.
A non-computerized battery loader gives 13.2 volts power. When connected to a low voltage battery you will notice a high current of about 4-5 amps, which will decrease during battery loading time.
The output from the Deltran Battery Tender Plus cannot be measured. The Battery Tender will not put out anything unless hooked up to a battery. And if hooked up to a battery and plugged in, touching a multimeter's leads to the Battery Tender's clamps will only show the voltage of the motorcycle battery (same thing for touching the multimeter's leads to the Battery Tender's clamps if unplugged and the clamps are on the battery). So there really is no way to verify voltage or amperage coming out of the Battery Tender Plus.
I received the following email from Deltran Customer Service this morning in response to my question of can I measure the output of a Deltran Battery Tender Plus:

The charger will not put out any voltage unless the charger is attached to a battery and the battery has to reach 14.9 volts before the unit will go to the float or maintenance mode. Thank you!

Apparently there must have been a "looseness" in my Battery Tender harness that has one end attached to my battery terminals and the other end (with the round connectors) secured to my tank console. I squeezed the round connectors a little and the Battery Tender Plus went from solid red, to solid red and blinking green. The solid red and blinking green lasted about 5 hours. This morning the Battery Tender Plus showed only solid green indicating a full charge. I checked the battery with my multimeter and it showed 13.9 volts. It appears that there is nothing wrong with either my battery or my Deltran Battery Tender Plus.

(Meaning "still hooked to the battery".)
Measure two times (both while hooked to the battery).
Once plugged into the wall outlet, and again unplugged from the wall outlet.
Should be a slight difference if that sucker is working.
BTW: Glad you found the issue.
