Not sure about Va as far as signal requirements. Surprising you are not required to have a plate light as long as no light exist. One thing while the soap box is open is bad accidents happen on bikes when someone turns left in front of the bike. This type of accident even at 35 ends up 70mph head on. Harley signals high up of the bars just may help by just being running lights and probably are more important then being signals. I got so tired of dodging cagers I now wear a vest. Best thing I ever did. It has made a big difference for me.
