Thanks PhotoRider. My buddies FXDP got delivered yesterday and it looks like the struts don't have the covers on them which may account for the difference in width between mine and the police model. Not sure as I avhe not had a chance to measure the width in the fender but that is what I think. We'll find out when I get my hands one one of these racks.
On a side note, here is the breakdown on the bag mounting, the part I need the bushing which is number 2 in the pic. It looks different than the quick detach mounts for the sissy bar. http://partsfinder.onlinemicrofiche....-STEERING-STEM
Here is an image of the catalog.
Not sure what you mean by bushing in the parts image. item 2 is a screw???
you need the quick detach hardware, i think its the same as the qd hardware for the sissy bar..
It's not. The hardware for the qd sissy bar is larger than the holes on the saddlebag mounting brackets. I just had to go through the dealer and order the correct bushings today.

Thanks for that info. As soon as I saw that the bushings for the bags look like half of the bushings for the QD sissy bar I knew I needed them.
I got a bracket for my police radio box(tourpack) which will be here shortly and off to the painter. I am not sure if this bracket is going to fit but if it does not I will widen it and make it a bit taller so that it will work. $41. It's funny as the other guy on ebay selling these is asking upwards of $150 for the older style bracket in poor condition. This one looks new.
Ordering the bushings for my bags today and also talked to Ric at Southeast Customs who is going to making inserts for the bags I have to allow them to keep their shape. I'll bet I can make my own as well. On a side note, here is the FXDP a buddy just picked up. Exhaust looks like crap but the rest is in great shape.
With the spring seat it is so high off the ground I can barely touch on my tippy toes. However, the seat is super comfy.
I would get one of those sprung fxdp seats (being 6'3"). But they are butt ugly. If you're having fitment issues with the box mount take off the strut covers. Is your buddy going to get rid of any of the defender parts? One thing I'd be interested in is the stock a/c football if it has the police trim ring.

I noticed that the police model does not use the strut covers which is why I got the mount as I figure that the covers take up the extra space. I was trying to figure out if the police model had a narrower rear fender but that is unlikely. I already asked for the police trim ring and it is not for sale. I'll let you guys know when he decides what he is going to sell.
