All stock grips are sticky. The ones from my 07 were sticky when I bought it and are still that way after all these years sitting in the Harley parts box. Seems that even my buddies 2010 Rocker are identical grips to the ones I took off my Bob.

Been using PM Renthal grips for years, with and without gloves, with and without sweaty hands. I've actually worn down the rubber to the point the textured part is smooth but never had the grips get sticky or rub off on my hands. Plus, they are the best feeling grips I've used.

I had the same issue. My grips, stock, started getting sticky as well. I had not wanted to upgrade to "Fancy" grips as I kind of like the look of stock, to each his own, and frankly, I could not dicide what other grips I wanted.
I went to the dealership, and the parts guy frankly tld me stock grips are cr*p, and WILL get sticky on you over time.
Here in Texas, with our hot summers, it might happen faster than in other parts of the country.
I replaced mine with replacement stock grips, about $20, and a pain in the but once I dropped one of the little brass pieces in the throttle grip, later, the grips are replaced until I figure out what kind I want.
Just go replace them.
Problem is, what style???? Or, if you like it blacked out, just spend the $20 and replace them with rubber stock.
Just watch out for those little brass drum looking peices that connect the throttle grip to the throttle cable, pain in the rear to find once you hear it bounce across the garage floor!
