It sounds to me like you have the wrong springs and the wrong spacers. However, if you have VERIFIED with progressive that you do have that right springs for your bike then here is what I would recommend you do:

First off the only way to correctly measure fork fluid is with the forks off the front end and fully compressed. If you have done anything else, you are going to have to start over.

The fork should be fully compressed and empty (off the bike) and here is where you are not understanding:

For your bike the dyna manual recommends fluid measurement at 3.74" from the top of the tube. However, Progressive RECOMMENDS that you don't go closer than 5 1/2" towards the top of the tube. This is because Progressive springs are thicker and displace more volume.

You need to go to a hardware store and buy new PVC and cut it the correct preload length. Preload should be 3/4" which means after fluid and springs are in the PVC should poke out 3/4" from the fork tube. You will have to push down to get the fork cap on and it shouldn't be easy to do.

If you do not understand this stuff, and I am not trying to be a dick here, but you need to stop trying to do this stuff yourself. At the very least, call up Progressive and have them do a walk through with you of what needs to be done over the phone.

I call progressive yesterday to verify that I have The correct Springs and spacers for my bike Which according to them I do.

I'm pretty confident in my mechanical abilities.I've been around motorcycles, ATVs, cars, race cars my whole life And very rarely do I pay anybody to do any mechanical work I'm not confident in doing.Progressive springs are New to me and that's why I ask so many questions.When I bought the springs I also bought a fork oil measuring toolTo make sure the oil height was correct,Which is Sat 5.5 inches down from the top of the Tube.This measurement was taken with the forks of the bike With the tubes compressed,And the spring and the spacer removed.

I did go to the hardware store to buy the PVC pipe And made several different Different lengths spacers in 1/4Increments. I'm in the process of trying different Length: spacers And different weight oil To get the Best ride possible

Thanks all for your advice
