If the ECM won't keep the password then it is done, there is no troubleshooting that can be done for this.

ok so a couple questions then

even a used one that was pulled off a working bike will need to be flashed?

why can’t mine be re flashed?

and will I have to take the whole bike in to be re flashed or just the ecm?

Whole bike must go as they use the bike as an interface between the Digital Technician and the ECU, additionally they do the initial setup and password learn for you.
A working one from another bike will have the wrong VIN and probably the wrong fuel maps loaded.
Yours is likely a hardware failure in a memory chip rather than a software issue.
The current part number for the pre-2011 bikes is the 2011 ECU part number so it will be an upgrade as well.
