Interestingly my haines although not a great manual says fluid capacity is 38-44 us oz..
Don't worry. You aren't going to damage anything!
The ONLY reason there is even fluid in the primary is to lubricate the chain and the compensator. As long as you have enough (and you do) so the clutch hub can pick it up and fling it around, you are fine.
Later on, you can get lost in the rabbit hole of trying to find the exact right type of fluid and the exact right level, always seeking that elusive "perfect neutral".
